In the name of Allah, my son, it seems that you are not aware of the issues related to the martyrs' families as it does not mean the martyrs of the Mujahideen (fighters) in the battlefields only; rather, it includes the martyrs resulted from the past Saddam party. If we assume that someone was able to deceive the authorities in charge and obtained the license for Hajj only using his own money, he is sinful because he has done the manipulation of public order and whoever went using public money without legal justification, he is an extorter and must return the money to its people, even if the Hajj was correct.
